Complete Streets Framework Toolkit

The Smart Cities Mission, by MoHUA, commissioned the Institute for Transportation and Development Policy (ITDP) India Programme to provide technical input for the preparation of a comprehensive Complete Streets Framework Toolkit that will guide the selected 100 cities prioritise walking, cycling, and public transport over cars, unlocking the inherent potential of street space.

The toolkit consist of seven volumes:

  1. Complete Street Policy Framework
  2. Complete Streets Policy Workbook
  3. Complete Streets Planning Workbook
  4. Complete Streets Design Workbook
  5. Complete Street Implementation Workbook
  6. Complete Streets Evaluation Metrics
  7. Complete Streets Best Practices.

1. Complete Street Policy Framework

 

This book provides a basic understanding for the need of complete streets in our cities. It introduces the principles of complete street design and looks at the benefits of this approach, through various cases at the national and international level.

2. Complete Streets Policy Workbook


This book helps understand the need for cities to adopt a complete streets policy. The various stages of policy framing, from envisioning and goal setting to stakeholder engagement are discussed in detail, stressing the need for a robust institutional framework that facilitates collaboration.

3. Complete Streets Planning Workbook

 

This book aims at assisting cities in the setting of a progressive long-term vision, providing a step-by step guidance to city officials, engineers, planners and consultants on creating a city-wide networks. It aims at creating a masterplan for a Complete Streets network with proposed phasing and investment.

4. Complete Streets Design Workbook

 

This book aims at setting guidelines for the design of complete streets. The document elaborates on the best practice standards and guidelines as well as the process of designing complete streets to city officials, engineers, urban designers and consultants.

5. Complete Street Implementation Workbook

 

This document provides guidance for urban designers, municipal engineers and contractors on construction detailing and management of complete streets. The document aims to function as a checklist for project implementation, providing guidelines based on best practices in the field.

6. Complete Streets Evaluation Metrics

 

This book describes key outcomes,outputs and performance indicators for monitoring a city’s progress towards transforming its streets to Complete Streets.

7. Complete Streets Best Practices

 

This document covers the challenges and learnings from complete streets case studies in multiple cities across India.The best practices involved in the various stages of making complete streets a reality, from policy to implementation are covered in this book.
